the shop's mechanics:
you can only see it and therefore enter if you 1. have a wish; 2. have previously been a client; 3. are a supernatural being that somehow can enter regardless i.e. saiga and kakei who are a devil and an angel -- likewise this probably applies so various spirits of power that he interacts with, demons of power, reapers, goblins, etc the major point of which is that the being be strong in regards to their abilities/nature etc. if none of these apply, the area where the shop is will appear as an empty lot, which is good to know for a character perhaps who passed the same space once before they had a wish and then finds it again, fully occupied of course. IF you find it you might even be PULLED forcibly into its grounds straight to the shopkeeper, no detours, no take-backs. but assuming you can see it, you can also just walk in.
wishing mechanics:
not all wishes will be granted. he cannot or will not grant wishes regarding love; he will not grant wishes regarding resurrection or killing. the cost must be something of equal value to the wish made, but not all prices are face value assumptions (i.e. a girl who wants to be able to change herself pays the price of her long hair to the previous shopkeeper which might seem small to a person but has its uses and meaning and power to yuuko; syaoran yields the memory of himself in sakura's heart in order to save her life (mind this is not a resurrection but the chance of saving her) which is a considerably more obvious loss as they loved each other and grew up together etc).
the shopkeeper;
appearance: teenaged but he isn't probably, though it depends on when your character encounters him. his time stopped when he was in high school, but the farther along his timeline that you find him, the more ageless he'll seem in the way that might be unsettling because his mannerisms feel older even if his face and body don't seem coherent with said behavior.
tenedencies: smokes from an ornate pipe, might make you delicious food -- might not, talks to himself a fair bit.
restrictions: he cannot leave the shop's boundary which extends to its yard/surrounding area behind the fence. as stated, he will not age -- though this is not meaning he will not die; he can and will eventually if nothing kills him before then. apparently he also cannot be healed by regular modern medicine, by anything in fact, except by sleeping in the shop. evidence shows he can and should be bandaged regardless; blood loss is blood loss; but to heal only the shop is capable and the greater his wounds the longer he's out of commission.
